Programme Highlight:
The Buildings Energy Efficiency Ordinance (BEEO) stipulates that certain types of buildings shall comply with the energy efficiency standards and conduct energy audits for building services installations. Since the implementation of the Ordinance, more than 2 300 newly constructed buildings and more than 15 000 major retrofitting works in existing buildings have met the energy efficiency standard. In addition, more than 2700 commercial buildings have completed their first energy audit. To strengthen the relevant efforts of promoting buildings energy efficiency, the Chief Executive’s 2023 Policy Address announced that the Government will amend the Ordinance to extend its scope of regulation in consultation with the trade. The Buildings Energy Efficiency (Amendment) Ordinance 2025 was published in the Gazette on 20 June 2025. It covers the following five areas,
(a) regulate the energy efficiency standards of building services installations for all data centres;
(b) require more types of building to conduct regular energy audits;
(c) shorten the intervals of energy audits;
(d) disclose technical data in energy audit reports; and
(e) include more qualifications eligible for registration as "Registered Energy Assessor"
Under the Buildings Energy Efficiency Ordinance, the Building Energy Code (BEC) and the Energy Audit Code (EAC) were established to regulate the energy efficiency of buildings services installations.
Both BEC and EAC are reviewed once every three years and the reviewing process has examined the global development of relevant technologies and energy efficiency standards to keep the requirements abreast of the times. The new codes would enhance the energy efficiency of building services installations and promote decarbonisation of buildings, which could help Hong Kong achieve its carbon neutrality target before 2050 as set out in Hong Kong's Climate Action Plan.
The new editions of BEC 2024 & EAC 2024 were gazetted on 22 November 2024 and will be fully implemented on 23 August 2025 after the grace period.
In this seminar, the updates on the requirements of BEC 2024 and EAC 2024 as well as other key information on the BEEO, such as statutory submission timeline, coverage on the buildings and scope of works, etc. would be introduced.
