Technical Talk on Major Changes to the CoP for the Electricity (Wiring) Regulations 2025 Ed. and Its Practical Implementation

Programme Highlights

The new Code of Practice (CoP) for the Electricity (Wiring) Regulations 2025 Edition will be published to the industry at the end of 2025. To keep abreast of the latest developments in technology, electrical safety requirements, and trade practice, EMSD invited Working Group Members from different sectors of the electrical industry in Hong Kong to review and update the CoP periodically. HKIE-Building Services Division and BSOMES were invited to nominate representatives to join the Working Group to review the 2025 Edition of the Code of Practice and provide significant input on its revision. 

This Technical Talk will be jointly presented by the Senior Engineer and Engineer from the Electricity Legislation Division of EMSD, the Past Chairman of HKIE-Building Services Division, and the Past President of BSOMES. The presentation will highlight major changes in the latest CoP compared to the 2020 Edition and discuss practical approaches for implementation.

Honourable Speakers

1. Mr Kelvin Chan is the Senior Electrical and Mechanical Engineer/Consumer Installations 1 of the Electricity Legislation Division of the Electrical and Mechanical Services Department (EMSD). The EMSD is the regulatory authority for ensuring electricity safety through enforcement of the Electricity Ordinance (Cap. 406) and its subsidiary regulations, as well as publication of the Code of Practice for the Electricity (Wiring) Regulations and guidance notes.

2. Mr Patrick Chong is the Electrical and Mechanical Engineer/Consumer Installations 1/1 of the Electricity Legislation Division of the Electrical and Mechanical Services Department (EMSD). The EMSD is the regulatory authority for ensuring electricity safety throughenforcement of the Electricity Ordinance (Cap. 406) and its subsidiary regulations, as well as publication of the Code of Practice for the Electricity (Wiring) Regulations and guidance notes.

3. Ir K F Yee is the Technical Head of a listed company in Hong Kong, overseeing mega-sized Grade A shopping malls and commercial office buildings. Ir Yee was nominated by HKIE-BSD and BSOMES to sit in the Working Group as a Taskforce Member to review the Code of Practice (CoP) for the Electricity (Wiring) Regulations in 2003, 2009, 2015, 2020, and 2025 Editions over the past two decades. Ir Yee is the Past Chairman of the HKIE-Building Services Division (2020–2021) and a Recognized Trainer of EMSD for the Registered Electrical Worker (REW) CPD Scheme. He was also the Past President of BSOMES (2008–2010) and the Past Chairman of the Energy Institute Hong Kong (2018–2020). Recently, Ir Yee has received professional recognition as 電機正高級工程師(內地人社)through the 粵港澳大灣區工程專業職稱評價評審.

4. Mr Keith Chung is working as the Operations Director of technical services of a listed facility services company. He was nominated by BSOMES to join the Working Group for the review of Code of Practice (CoP) for the Electricity (Wiring) Regulations in 2020 and 2025 Editions. He was the Past President (2016-2018) of BSOMES. He has also participated in different taskforces organized by government bodies and environmental groups.

CPD Hours and EMSD’s Registered Electrical Worker (REW) CPD Scheme
A two-hours (2-hours) CPD Certificate will be issued by HKIE-Building Services Division and BSOMES. Candidates can apply for 2hours (Module 1 & 2) under EMSD’s Registered Electrical Worker (REW) CPD Scheme).Please note that only successful applicants will receive an electronic CPD Certificate.

The number of participants is limited.Application will be accepted on a first-come-first-served basis, with priority given to Members of Co-organisers and Supporting Organizations.

Deadline of Registration and Notification
The application deadline is set at 9 Jan 2026 (Friday). Successful applicants will be informed via confirmation e-mail on or before 13 Jan 2026 (Tuesday).Transferring or sharing registrations is prohibited.

If applicants have not received a confirmation e-mail by 18 Jan 2026, their applications will be regarded as NOT successful.

Remarks
1. If any typhoon signal no. 8 or above / Black Rainstorm Warning is in force within 3 hours before the activity, or a special incident happens, the affected seminar will be postponed.
