Programme Highlight:
The Private Healthcare Facilities Ordinance (Cap. 633) (the Ordinance), gazetted on 30 November 2018, introduced a new regulatory regime for private healthcare facilities (PHFs) comprising hospitals, day procedure centres, clinics and health services establishments in Hong Kong SAR. The first batch of licences under the Ordinance has taken effect since 1 January 2021, where the licences include those for all private hospitals and the first batch of licences for day procedure centres.
Pursuant to the Ordinance, two codes of practice, one for the private hospitals and the other for day procedure centres, were first published in 2019 to set out the licensing standards. Healthcare engineering systems of a private healthcare facilities, including electrical installations, specialized ventilation systems and medical gas pipeline systems, play an important role in ensuring safe delivery of service to patients.
The technical seminar will introduce the standards of healthcare engineering systems of private hospitals and day procedure centres and the certification scheme for licence application. It also covers experience sharing by engineering practitioners on good practice and how to comply with both the statutory requirements and the internationally acceptable standards in the building services engineering design and installation for healthcare facilities.

Ir Alvin LEE
Ir LEE is a senior engineer of the Department of Health. He is the fellow member of the Chartered Institution of Building Services Engineers and the Institution of Mechanical Engineers with extensive experience in both the regulatory services and the design, operation & maintenance for healthcare engineering installations.
Ir Victor CHEUNG and Mr. Samuel CHAN
Ir CHEUNG is the fellow member and past president of the HKIE, fellow member of the Chartered Institution of Building Services Engineers and a director of J. Roger Preston Limited, the design engineering consultant for the CUHK Medical Centre. Mr. CHAN is an associate of J. Roger Preston Limited and involve in the building services design of a number of new public and private hospital developments.
Mr. Harry HAR
Mr. HAR is the Chief Estate Manager of Union Hospital with extensive experience in planning, operation & maintenance and project management for building services installation and biomedical equipment in both the private hospital extension and various new day procedure centres in Hong Kong SAR.
